Buying in fire country? What the FAIR Plan is

They are also where homeowners insurance gets more complicated than most buyers expect. If you are shopping in fire country, here is the part worth understanding before you write an offer.

Regular insurers can say no

A standard homeowners policy is sold by a private insurer, and in higher-risk fire areas some of them have pulled back — non-renewing policies or declining to write new ones. That does not mean the home is uninsurable. It means the easy path might not be there, and you want to know that before you are three weeks from closing.

What the FAIR Plan is

California's FAIR Plan is the state's insurer of last resort. It exists so a homeowner who cannot get a standard policy still has a way to insure the house. It is not a state handout and it is not free — it is a shared-market program that covers the basics, mainly fire, when the private market will not. A lot of buyers in fire zones pair a FAIR Plan policy with a separate wrap policy for the things the FAIR Plan leaves out, like liability and theft.

Why it belongs in your budget, not just your paperwork

Here is the part I care about as your broker: insurance is part of your real monthly cost, and in a fire zone it can be a bigger part than you planned for. A FAIR Plan plus a wrap policy usually runs more than a single standard policy would on a comparable home a few miles down the hill. What to check before you commit

Three things are worth knowing about any specific home:

  • Whether it can get standard coverage at all. An insurance agent can check this early — before inspection, not after.
  • What the real annual premium looks like on the path you actually qualify for, standard or FAIR Plan.
  • The fire-risk designation for that exact address. Two homes on the same road can carry different risk scores and different insurance realities.
